Don’t believe it for a minute.

This is only a change of rhetoric to appease the clamor for fiscal restraint. Programs already increased 20% last year. Even as Obama talks spending freeze he is proposing more spending in the guise of tax credits and other vote buying gimmicks to prop up his failing support on all fronts.
