Spending on it consumes a large part of the federal budget. Debate about it preoccupied the nation for more than a year.

Now health care reform is one of the touchstones on which voters will judge Rep. Stephanie Herseth Sandlin, D-S.D., and her Republican challenger Kristi Noem.

“I think it’s extremely important, when we look at that health care bill, to recognize that it has some fatal flaws,” Noem said.
