Abortion, race & sex all in one bill!

SB529 states that the solicitation of an abortion based on the race, color or sex (gender) of the unborn child or the race or color of a parent of that child constitutes a criminal abortion.

This is SB529 which specifies certain acts as a criminal abortion.

To answer some questions, yes, this is a bill about abortion. No, it is not about Roe v. Wade. Yes, this is about race. No, it is not about African-Americans only. Yes, it is about sex. No, it is not about teaching sex education in the schools.

SB529 states that the solicitation of an abortion based on the race, color or sex (gender) of the unborn child or the race or color of a parent of that child constitutes a criminal abortion. This bill is not about the legalities of having an abortion, which were addressed in Roe v. Wade, but the reasons for an abortion.

Studies from the Guttmacher Institute using data from the Centers for Disease Control (CDC) show “Hispanic and Black women having [abortions] at rates three to five times the rate of white women.”  Just as disturbing is a 2008 report from the National Academy of Sciences (NAS) that shows there is a “strong son bias” and “clear evidence of sex selection, most likely at the prenatal stage.” The NAS study was conducted within the Chinese, Korean and Asian communities in the US.

Georgia is the first state to introduce such a bill; however, Georgia did not introduce the concept. In 2009, US Congressman Trent Franks (AZ-02) and a group of 30 bipartisan cosponsors introduced HR1822, the Susan B. Anthony/Frederic Douglass Prenatal Nondiscrimination Act (PreNDA), to end sex-selection abortion and race-selection abortion.

Opponents of SB529 argue that the reason more minority women have abortions is due to the impact of poverty, low education and poor health care in the communities. They posit that these issues should be addressed and fixed in lieu of passing this type of legislation. Opposition groups also surmise that the reason for an abortion is irrelevant and that this legislation’s goal is to challenge Roe v. Wade in the Supreme Court.

As promised, SB529 does involve abortion, race and sex, just not in the typical sense.
