Rove is referring to the Red Queen in the Mad Hatter who said “How would you like to have your head hacked off?” and the more famous line “Off with their heads!” Inspector Clouseau was the bumbling and incompetent police inspector in the Pink Panther comedy movies. Perhaps his most appropriate quote for Pelosi is “I ruin everything I touch.”

Rove was responding to claims by Pelosi that she could have put him in jail.

Pelosi’s most memorable line was in the fight over Obamacare when she said of the 2,000+ page bill which no one had time to read “We must pass the bill so that we’ll know what’s in it.”
