The federal government has encouraged this higher “education,” much like it did home “ownership.” The central bank made the borrowing easy with low interest rates — which powered the real estate bubble as well as the higher education bubble — while government entities backed the loans.

But teachers unions have it great. Per-pupil spending rose from $5,593 in 1970 to $12,463 in 2006, and today we beat almost every other industrialized nation in education funding. Just federal spending on education 1972 to 2012 is over $2.3 trillion. State and local spending added another $15 trillion over the 40 year period.
