Knowing that many in his party wouldn’t support him, the President used a recess appointment to force Dr. Don Berwick into the top spot at Center for Medicare and Medicaid Services (CMS). By sidestepping the confirmation process, the White House also avoided a messy public debate over Berwick’s fanatical support for “death panels” and rationing.

White House Spokesman Robert Gibbs dodged the questions of whether President Obama agrees with his new Medicare director, Donald Berwick, that the health-care system must redistribute wealth.

Dr. Berwick has spoken of the need to ration health care and cap spending, has supported efforts to “reduce the total supply of high-technology medical and surgical care” and has expressed great admiration for the British health care system.

The report also argues that insurance premiums will shoot up because large numbers of young and healthy Americans will avoid signing up for government-mandated insurance unless and until they need it, and will drop it again when they don’t.

Already, the healthcare overhaul law, Obama’s signal achievement, is under attack in the courts. Republican attorneys general from 20 states have sued, insisting the law and its mandate to buy health insurance exceed Congress’ power and trample on states’ rights.
